Totuaka is an island in To'ufenua. It is the most prosperous island of the country. You can find plenty of shops, businesses and beautiful beaches on the island.
Economy
Totuaka, economically speaking, is the fastest growing island of To'ufenua. Portions of the island have been turned into special economic zones where taxes are reduced for international companies to attract more companies and get more jobs. Totuaka has a lot of space in comparison to the other islands, which definitely helps in the quick development of Totuaka.
Politics
The local government of Totuaka enforces strict regulations on building projects and companies on Totuaka. For example; buildings stand on plots and all these plots have specific height limits. However, within these limits, companies and people can build whatever they want. Totuaka has a land tax; you pay more tax when your land is valuable. Business owners next to a beach automatically pay a lot more than people inland, even with reduced taxes from the special economic zones. This is done so when people aren't using the land they own, they have incentive to sell it to people who will build on it. Like this, no space is wasted. They also subsidize the use of plants on rooftops to keep the city cool and to stay in touch with nature and their native roots, which is very popular amongst the more nationalistic To'ufenuans.
The national government encourages the other islands to be more like Totuaka and claim Totuaka is a great example to follow, however this is not that simple for the other smaller islands that have been inhabited and overpopulated for a long time. This leads to polarization between Totuakans and other To'ufenuans. It doesn't help that Totuaka was recently given power over two other islands following their great performance. The other islands fear annexation.
