Noreskian Federation

Introduction

The Noreskian Federation is a federation comprising different states and dependencies located throughout The Shire. Because of its geographical dispersion and the vastness of its territory, it is home to many different cultures, peoples and languages. Its capital is the city of Frihedstad, located in northeastern Shire, southwest of Emerald City.

The official languages used for official communication are Shirefrench, Shirenglish and Norgenese, in that order, with Shirefrench and Norgenese being privileged for internal communication, and Shirenglish being privileged for communication towards foreign officials. However, the languages spoken amongst the Noreskii are more varied : in addition to Shirefrench, Shirenglish and Norgenese, there are communities that speak Oranjestadish, Venetian and Athitican.

Although the countries composing the Federation all date back to different periods, the Noreskian Federation takes root in the former Noreskian Empire, which was established in 978 by the King of the Franklands, Gabrielius the First (which had the same name when he was Emperor of the Noreskii), after he inherited from several territories across the Shire during his reign, because he had a political union with the leaders of these territories, but because of the famines and plagues having occurred at that time, their dynasties came to be extinct. The Noreskian Empire came to an end in 1870, when decades of civil unrest had created what is called now the Democratical Process, where the people and the intellectuals from all parts of the Empire had advocated for the transformation of the Empire in a less autocratic, and rather free constitutionnal federation, which is the one that we know today. At the end of the Democratical Process, the Principalties, Duchies and Counties of the Noreskian Empire became republics of their own right, or in the case of Principalties, were integrated in those republics.

The Noreskian Federation comprises two types of territories : Constituent Countries and Dependencies.

Constituent Countries

Constituent Countries are nations of their own right that are part of the Noreskian Federation. As such, they have their own separate government, parliament and institutions to manage the matters of the nation, such as health, infrastructure or defense. Nevertheless, it is to be noted that despite their autonomy, the Constituent Countries and their institutions have obligations towards the Federation as their Constitution is that of the Noreskian Federation.

The Noreskian Federation comprises, as of now (October 2023), three Constituent Countries :

Dependencies

Dependencies are territories that are part of the Noreskian Federation as well, however, they do not have an institutional apparatus allowing them to be governed by themselves in any way. As such, they are governed directly by the Noreskian Federation and its institutions.

There are different sorts of Dependencies. Some territories are dependencies because of their importance towards the Federation itself, like the aforementioned city of Frihedstad, others are because they do not have buildings accomodating administrative functions, like military bases or ex-royal domains found throughout the Shire, and at last, there can be Dependencies that will only have this status because they are recently-integrated territories in the Noreskian Federation, and are waiting to have and administrative and institutional apparatus allowing them to be able to become municipalities or Constituent Countries of their own right.
