Regulatory Announcement no. 2026/03/25/01: Incentivizing Projects within the Ancestral Earth through Warta Kelana

Karya Kelana Org. is obliged to incentivize, labor-wise and financial-wise, all projects done by Warta Kelana News Agency in the Ancestral Earth with few conditions:

1. Warta Kelana holds all the freedom in the creative direction of the incentivized projects;
2. Karya Kelana Org. may count the projects as worthy of fulfilling the Karya Kelana Org. Solemn Vow, due to its deliberate involvement;
3. Incentives are given pre-project, and can not be retrieved by Karya Kelana Org., and;
4. All risks of the projects shall be borne by Warta Kelana and not Karya Kelana Org.

The forms of incentives are unique to each project and can be done through non-formal discussions.

Regulatory Announcement no. 2026/06/12/01: Redefining the Division of Enterprise and Global Relations

The Division of Enterprise and Global Relations and its enterprise body, the Karya Kelana Org. Enterprises will be renamed under one name: Karya Kelana Global Enterprises, LLC.. Its status is redefined as a special division.

A special division is a division with special privileges: 1. It is not lead by Head of Divison, but a Director; 2. It may exercise self-creation and self-direction of programs separate from the derivatives of higher regulations and aspirations. However, these should not contradict each other.

Within this capacity, the Karya Kelana Global Enterprises, LLC. may act as a unified, legal company of its own.

The Shire-wide roles of the division outside of enterprise roles are handed over to the Division of General Affairs.

Karya Kelana Organization announces a Diaspora Manifesto as the spirit of Kelanan exploration. While its substance is not legally binding, it can be used as a consideration for Kelanan law outside of The Shire.

We Kelanans, an aspiring multiversal community, hail from the lands of Karya Kelana, in a world distant from yours. And when we set our feet in your lands, we bring a set of beliefs:

1. That possibilities are unlimited;
2. That we would like to connect many things; and
3. That there must be gaps in the existing connections of your world that we can fill.

We look at your civilizations and see vast possibilities between the corners of your cities and lore. We have created libraries, books, campaigns, all in the name of connecting stories within one’s world. We hope that our efforts to connect your stories and fill their gaps will give way to emergence: of new stories, new roles, even new civilizations and, overall, new greatness within your world. Yet we wish not to dominate your world, but rather, to enrich it.

In enriching your world with connections, we do not have firm objectives. We try to distance ourselves from those; even if we eventually have objectives, they are a means to more possibilities rather than mere ends.

We strongly believe in this quote by Stanley and Lehman, taken from “Why Greatness Cannot be Planned” (2015):

3. The Department of International Offices is formed under the Division of General Affairs to oversee branch offices of Karya Kelana Org.
4. Mr. Supachai Chevapravatdumrong is assigned as the Head of the Department of International Offices.
5. The Karya Kelana mission to the Lost Commonwealth is suspended until further notice.

Regulatory Announcement no. 2026/07/26/02: Formation of the Division of Work Systems Laboratory

1. Karya Kelana Organization forms a new division, named the Division of Work Systems Laboratory.
2. The Division of Work Systems Laboratory is assigned the duties of experimenting and iterating with work systems in Karya Kelana Org.
3. The Division of Work Systems Laboratory is obliged to create a Monthly Work Systems Report each month until the conclusion of the Karya Kelana Solemn Vow. It should contain a summary of their monthly work, by the least.
4. The first Monthly Work System Report will be released on early August. However, as an exception to number 3, the summarized works may include works from March to July.
5. Ms. Priscilla Magbanua is assigned the duty of the Head of Division of Work Systems Laboratory.

Regulatory Announcement no. 2026/08/01/01: Monthly Work Systems Report: Jul 2026 Recap, Aug 2026 Plan

-WHAT WE HAVE DONE-
So far we have experimented with two systems in March-July 2026: 1. A weekly vow system, inspired by the Solemn Vow. However, unlike the Solemn Vow, this weekly vow has a system of safeguarding redundancy for its penalties. If a part of the weekly vow fails, there are one or two layers of penalties; one only has to fulfill a layer of penalty. Only after the penalty fails to be paid, a "final consequence" is assumed. The downside is, so far, it mainly focuses on building habits, such as routine flâneuring and early morning reflections. 2. Infrastructural incentives for tallied work, eg. the small Work Log Garden and unnamed road east of Karya Kelana, etc. The downside is, its scope is limited to giving rewards.

-WHAT TO DO-
This will be Karya Kelana Organization's first trial of monthly-scale vow systems. The vowed actions in August 2026 are: 1. 300 tracked ideas and 90 tracked mini-experiments, regardless of relevance to the Vow. Date range: Aug 1-31 2026. 2. 6 tracked hours of works toward completing the Vow and 3 units of any of these: 1 product/prototype for Vow completion and/or 2 Cactus County Wiki Expedition articles. Date range: Aug 1-31 2026. 3. 6 tracked hours of works toward making a scalable project, as well as a product/prototype, and a report withat least one full page describing actions on the project. Date range: Aug 1-Sep 30 2026. 4. The failure penalties for both, as well as the "assumed consequence" if the penalties fail to be paid are kept somewhere in the Ancestral Earth, unknown to non-Kelanans. The vows apply to the Organization as a whole.

-WHAT WE PROVIDE-
After negotiations with the Karya Kelana Workers' Union, we agree to provide these benefits: 1. Subsidized healthcare and insurance for KK Org. employees, particularly to hospitals in Naoki; Scholarships for employees accepted to elite universities, such as University of Clementine, Universita di Venezia Nuova, and Brutalpest University; 2. A medical post room and a lactation room in Casa Kelana; 3. Using the Boto Sude Hall as a temporary workspace for employee convenience. To fulfill these, we need additional revenue. We decided to re-open Karya Kelana for international business, and is actively searching for interested companies.

Regulatory Announcement no. 2026/08/07/01: Work Mechanism Authority of the Division of Work Systems Labotatory towards the Karya Kelana Organization

To support the agility of work mechanism experiments in the Karya Kelana Organization: The Division of Work Systems Labotatory is free to publish commands of work mechanisms binding to the Karya Kelana Organization as a whole through mechanisms in this regulatory announcement. Said commands should be titled as Work-Exp Command and signed by the Head of the Division of Work Systems Laboratory, or the equivalent acting head. Specific releases of Work-Exp Command can be cancelled if the Head of the Karya Kelana Organization or at least two other division heads within the Organization declares their demand for such cancellation.

Regulatory Announcement no. 2026/08/26/01: Kind Boost Initiative

In memory of the late Ancestral Earth singer-songwriter and philanthropist Dolly Parton, whose news of passing moved many Kelanans to do acts of kindness themselves, the Karya Kelana Organization publicly informs of the Kind Boost Initiative.

The "Kind Boost Initiative" is any initiative done voluntarily by Kelanans or by external aid to help boost the development of Karya Kelana or its missions, particularly its overlooked or less-conventional parts. The initiative is suggested to be fueled by a collective inspiration over any happenstance or awareness that are altruistic or social in character.

Each instances of Kind Boost Initiative should have: 1. A namesake, could be anything (eg. Parton's Kind Boost Initiative) 2. A book describing the Initiative's acts and inspiration; 3. A small monument with a lectern at its center, showcasing the Initiative's book per number two.

Its instances are generally not planned; these happened rather spontaneously according to the initiatives of Kelanans themselves.

1. NOMENCLATURE CHANGES
Three divisions' names are changed due to shifting work scopes or definitions, and one division's name stay intact.

2. REAFFIRMENT OF RESPONSIBILITIES
The Division of Metasystems assumes the duties of the Division of Work Systems Laboratory:

a. Experimenting and iterating with work systems in Karya Kelana Org.

b. Creating a Monthly Work Systems Report each month until the conclusion of the Karya Kelana Solemn Vow. It should contain a summary of their monthly work, by the least.

3. ADDITIONAL RESPONSIBILITIES
The Division of Metasystems assumes the additional duties.

a. Overseeing innovations that are not easily classified to the scopes of other divisions; the duty is relegated from the Division of Knowledge.

b. Creating Monthly Reports; the duty is relegated from the Division of General Affairs.

c. Overseeing future departments related to metasystems and non-scoped innovations of the Organization;

d. Overseeing incubators of promising metasystems and non-scoped innovations. Incubators are equivalent to departments. However, Incubators are led by Person-in-Charges instead of Heads, are effectively temporary, and exercised an amount of freedom where they are able to exercise any action or strategy without the restrictions of the Head of Division of Metasystems, as long as these do not go against prevailing laws and rules of Karya Kelana, or the wishes of the Head of the Organization.

4. RESTRUCTURING OF THE BODY FOR DELIBERATION GATHERINGS
The Division of Deliberation Gatherings is downgraded to The Incubator of Deliberation Gatherings (under the Division of Metasystems), with I Gusti Ayu Paramita-Campbell as its Person-in-Charge, who abide by the Solemn Vow of Karya Kelana Organization

5. THE MEANING OF "ABIDING BY THE SOLEMN VOW"
Any person declared as "abiding by the Solemn Vow" should remain in the administration of Karya Kelana Organization until the Karya Kelana Solemn Vow, signed March 4, 2026, is concluded. The person may change posts in the Organization.

6. OTHERS
This regulatory announcement explicitly and effectively revokes Regulatory Announcements no. 2026/07/26/02, no. 2026/08/07/01, and no. 2026/10/11/01, per the signed date of this Regulatory Announcement.
